日本の人達は物理的な不安定さに慣れている。ここは、結局のところ、世界中で最も地震の多い国なのだ。何世紀にもわたり日本の文化には「無常」、つまり非永続性の精神が根づいている。これは日本民族の独自性であり、これまでは彼らが困難に対峙した際の回復力ともなっていた。

しかし今回の震災は違う。長い間、安全、清潔、そして生（なま）の料理が有名だった国の何百万人もの人が、小規模かもしれないが持続する健康のリスクの増加、そして自分の家、庭、街路、学校の長期的な汚染を受け入れるよう要請されている。そして、食料は調理済みのパックされたもの、それも福島から遠ければ遠いほど安全とみなされている。

他の国々では、人々は放射線源からの距離をもっと遠くしたいと思うかもしれないが、それは人口密度が高く雇用が固定している島国では困難だ。それにもかかわらず何千人もの人達が移住したが、しかし震災地の殆どの人々は留まり適応しなければならない。それも科学者や政治家から明確なガイダンスがあれば少しは容易になるだろうが、しかし、この点においても現代の日本は特に脆弱なようだ。最近、日本の首相は5年間で7回変わった。学者達とマスメディアは原子力産業界の強力な影響力によって腐敗している。その結果、体制に順応することで有名な国民が、突然、何に順応すればよいのか確信が持てなくなった。
